Choppy Fps with dual monitior

Playing while im watching youtube or twitch on my second monitor feels like i have 30 fps, i have fps on it never goes under 240 250 but it feels choppy, is this a known issue or is there somehow a way to fix it

Pretty sure thats just a thing that happens when you have mismatching refresh rate in monitors, happens the same with me
