how do the circuit points work? is it that the team which wins the split makes it to champ , and the team with the highest points is the 2nd team for the region?

For the regions with two slots yes, winner of series 3 will auto qualify as first seed, then the highest circuit points is second seed, but that's only for NA and EMEA.
