done like futbol leagues. Which tier 1 franchised teams would be relegated to tier 2, and which tier two teams would you like to see get promoted for each franchised league?

Football leagues are not "franchise leagues". They're year long leagues with promotion/relagation to and from sister leagues below it.
Franchise leagues are those leagues with no relagation and promotion. Eg. NBA, IPL etc.
