it's 13 but it doesn't matter bcuz different guidelines for different prefectures like 18 for Tokyo and most hv 16+ so it kind of overrides their national rule
That 13 yo rule also is for minor age group only for 13-17 year olds
they do hv a weird culture but irl it doesn't create a problem in their country
Another example is Phillipines where up until a while ago age of consent was 12(now 16) but then again different rules for different areas so it overrides

its not people being weird when it come to japan , its japan itself that is weird and had this weird loli culture my guy , and when i research the matter (id advice you do aswell) japan had no laws to protects children until they were pushed by usa and their allies , also until late 90s japan was psuhed by the US to have laws that forbid cp (yep they didnt have a law for that), and these incidents are very common there.
