your idea is perfect if the goal is to punish furia. but i believe the referee's goal is to ensure the game is played by the rules, so obviously it's best to warn after a offense

But I do find it weird that Riot knows about these bugs (it's in the rulebook) but doesn’t fix the bugs

do they wait for pros to use them/happen for them to fix it? The turret bug in XSET vs FPX is a good example it existed for so but it took a massive controversy for them to fix it when it could've been prevented
