They never removed that cooldown in the first place. I think you misunderstood what it meant in the patch notes

Yeah apparently it's only the cooldown after you TP that doesn't get reset.

You dont get it back if it gets destroyed, can still recall with the CD

I thought that there was no cooldown on placing it after you pick up since so many people mentioned "no cooldown" but the cooldown they were referencing was that there is no additional cooldown if you pick up the anchor after you TP
