how can i make it shorter

Pretty sure new accounts have a big cooldown like that
mine here is 30 secs but its like 200 on my alt

We add larger cooldowns to newer accounts for a couple reasons.

To (hopefully) avoid people making alt accounts
So people can stop ban evasion
So we don't have spammed forums and baiting titles 24/7

After a certain period the cooldown should go back
