Why is EMEA so slow to announce?

Almost half of Americas and Pacific already announced 2023 rosters and nothing relevant besides Leo and Botwell for emea?

I think it really goes case to case, some teams are having visa issues with russian players, some teams are still trialing, some teams have players who just finished competing with their previous team in a tournament (cned, starxo, monsteerr maybe), other teams are keeping their roster, etc.
