EMEA: 9 EU, 1 CIS

APAC: 8 EA, 2 SEA or 7 EA, 3 SEA or 6 EA, 3 SEA, 1 OCE

Americas league is hard to predict because Riot values the Brazilian market tremendously, and they've proven to be a very lucrative market. Also, I think there is a higher chance of seeing 3 BR orgs and 2 LATAM orgs.

I count Turkey as a part of EU, and Navi will be the only CIS org in franchising. Turkey will probably lock BBL in.

I think OCE and SA won't get any slots; SA don't really have a realistic pitch to offer and Order going down could've changed Riot's plans. They will probably be included in the next expansion. The 3 biggest scenes Riot are and will be focusing on is China/Japan/Korea for the franchised league.
