I think Gambit will end up getting kicked out of the EMEA because of the war. If I'm not mistaken there is a global Riot rule that during special circumstances Riot can prevent a team from participating in a league/tournament. This same rule was applied in LoL to a Vietnamese team, GAM Esports, who were kicked out of the MSI and World Cup because they could not return to Vietnam due to some Vietnam pandemic policies.

csgo gambit are allowed to compete under a neutral org name and not allowed to show russian flags. i imagine the same option could be given to valo gambit team

But that was under the ESL rules, and how Riot will act on that situation is not known, but that rule I mentioned, it does exist and they can choose to apply it or not. For the delay in officially announcing something about the Gambit situation, they must still be talking about what to do.
