I think it's a tricky question because not so many players can dedicate purely to duelists on a team composition. And if they do, they usually play Jett most of the time because she is simply the best duelist and what a team needs.
There are not so many consistent Raze/Reyna/Phoenix players because those agents are not that needed. Maybe Raze on some maps but that's it.
