Probably because of time management, 8 teams are way easier to manage in less time than 10
Out of the 8 VRLs, only the spanish one have 10, maybe because LVP is a trusted, known and experienced tournament manager

Nah but seriously, it’s probably because they had to offer an spot to every org in the lol division, orgs would complain if not. Plus at least one open spot

I've seen quite a lot of people upset about the slots just given to some orgs tho, especially since 2 of them (Arctic and Bisons) don't even have a Valorant team

it's a double edged sword
on the one hand, they are well known orgs in LoL and it is well known they have the power and money to invest in valorant and develop the scene
on the other hand, they didn't deserve the invitation based on merits, because there were better teams in the region (DSYRE, CASE, 19, ex-SAW), even some of them were forced to participate for spots in other VRLs OR disband
basically, there will be no portuguese or italian orgs/teams in VRL Spain because of this decision, which is pretty sad and unfair in my opinion
ps: just to clarify, Arctic had a roster, but it was known as "soldados de lembo" in VCT qualifiers
