why tier 1 teams not playing?

i havent been following the scene for a while, why are teams like acned and gambit not playing opens or closed?

The emea teams at Champions were given direct slots into the emea challengers league.

they qualified for quarter finals in Champions, so they get a slot directly to playoffs
