Even orgs have access to LAN servers, I remember Hiko talking about 100 Thieves having it on stream before Masters 3

I was reserching about this Good Game and Riot let them play on the official LoL Tournament Servers .. I wouldn't be surprised if they also did the same with Valorant but they're using soloq's nicknames.
In Brazil we already play with 5ms (9/10ms full trafic), so we kinda don't care about offline or not, just about the place/public
