I don't think it has to be Goverment problem that they aren't using cam.
it's because riot is "quarantining" the players so if they literally show themselves breaking the rules and having 5/6 people shown on camera in the same room it's kind of like a self report
it is cuz riot dont want to get in trouble with german authorities if they get caught not following covid restriction so they asked players to stream without cam until quarantine is over
Its only quarantine rule. Its over now, shaz streamed with face cam today.
