I think in terms of IGL's 95% of the talent is concentrated in tier 1 (all IGL's in tier 1 are top 13 igls in the region), for other roles it's a bit shaky but most likely there is 3-4 players for each role better than T1 players but aren't 18 or haven't been discovered - also cyvoph gets his t1 role back
