I think a lot of problems are to do with age, language or visa tbh
Washed players are cheaper than prospects i guess
Turkish and russian players have visa issues. Takes time to bring them in.
Plus T2 scouting from some orgs is lazy
Even besides turks and russians I can name players from every sub region in EMEA t2 better than most of the imports
