Frequent roster changes

If a team is not producing results, it is only natural that changes are necessary.
But why do teams in Americas, in particular, member leave and move so frequently?
It's one of reasons why I can't really root for the teams in that region.

They mean between kickoff and stage 1 not in the off-season I think
