I was reading some of Rocketbullets stratbooks, I wont call them a vct level stratbook but lowkey they were decent at least for premier games.
But imo they werent that hard to understand, in fact all of the strats are really easy to execute if you have english speaking players. Im silver and how am i finding serious valorant strats easy to understand?

valorant doesnt seem that complicated when its explained to you, its coming up with stuff and executing it on the fly that's the difficult part

Its important to separate the concept of understanding something into its various implementations. Understanding a strat, especially when it is explained to you, is both a credit to the person who came up with the strat and you for having comprehension skills. Not everyone understands various strategies but I don't think its exceptional to posit that most people seeking out a stratbook will be able to understand it. Thats the point of the stratbook as a piece of media.
