vlr needs to add a block feature

I think it is about time that vlr adds a block system. There are too many users that bait and troll on this site. VLR has become unbearable to use.

How the block system could work:

Once a user is blocked they cannot see your post.
You will also not be able to see their post.
They will not be able to downvote your posts (very important).

This would help get rid of all the baiters.
