Yes to prevent new account spamming

I think for 0 stars you had to wait like two minutes between posting anything

Yeah it was fucking annoying in the beginning esp when u are debating with someone

yeah it's annoying at first but i would rather the new users be forced to wait a while between posts vs the trolls/baiters spam the shit out of the website and then just make a new account to spam with if they get banned
