TDM and DM fixes for riot to implement

DM: Delete it from the game files entirely
TDM: remove all utility so people exclusively train their aim & movement and not flash and smoke usage

idk how people feel ab this but I don't want 4 stages in TDM

I'll take a pistol stage (maybe like 20% of the match) with a classic/ghost/sheriff and then vandal/phantom for the rest
and if you really really want you can use the spectre and bulldog and stuff, but it'd be optional and available after the pistol stage
