Not exactly. They can switch players between both teams but there's certain rules. It also depends on what they exactly negotiated with each other.
But so you get an idea, GX is partnered with UCAM, KC with Zerance, FNC with Mandatory, and I think there's other examples. Only GX has actually made use of it when they brought in Famsii. And many teams with partnered teams have made changes but decided to sign players that weren't from their partnered team
With the amount of talent in Turkey they definitely need an academy. Rn they do not have control over Comeback Loita and Larok, if they had an academy they would over them and maybe more 16 year olds like them
And a partnership team ain't getting you any closer to a trophy btw that's not the purpose
But they don’t have control over them. If a team comes and wants to buy them PCFC can sell them. And BBL can’t do much about it or get any of the money
And an academy team is not that expensive. You can literally pay minimum salaries to 5 16 year old kids. I don’t imagine minimum salary in Turkey is very high

BBL basically owns Pcific rn they are also thinking about buying out their cs roster so I think BBL does have control over the players. Pcific will basically become BBL’s academy team and this is massive because they have their hands on 3 of the most sought after Turkish talent before they even turned 18
On paper its a partnership but BBL probably bought out the team BBL has done stuff similar to this before when they loaned out Elite to SUP when riot didn’t allow loans by making it look like they sold him to SUP basically using a loophole
