Key difference is many african countries eat like that because a lot of people live in poverty, so they don't got much of a choice. England is a developed country and still eats like they in WW2

in england a long time ago rich people smothered food in spices because the quality was bad, and eventually poor people did the same until it went out of fashion

It's only really soggy if it's made poorly. If the fries are decently crisp, then they should stay crisp for a while even with melted cheese and gravy on top
