Which part of the world has no tier 2?

Just a question I had watching val. It seem CIS got cancelled, Middle East and North Africa is with EMEA, leaving rest of africa as the only other place that has no tier two?

maybe central asia? but they usually play in other regions since i dont think there is that much demand
