how did you match these up because it cannot be related to skill

I don't necessarily agree. Our depth last year sending 5 teams and none bombing out was good and when it came to playoffs we sent 2 teams just like this year. They didn't do well in playoffs last year, sure, but they haven't this year either, at least not yet
