i mean, still the top 2 teams from each country will qualify, so 2 slot team from each country is not that bad

Oce is not that bad, the exports from the region are doing well like swerl.
They have just historically had limited opportunities and a lack of investment.
Don't forget they beat Lakia's dplus at last years ascension.
