Nah, there's too much time in between for that team to fall off and there would be no reason for them to compete in qualifiers for said event

Riot should just give the winning team's region +1 slot for the next major

But if u win masters 1 or 2 and go to the next its like 99 percent a guarantee that u qualify for champions. Just give the winner +1 spot for their region and give masters 3 winner a slot at champions
