Because the orgs as a whole suck lmao. None of them are signing up to be in a league where they can be relegated so the only thing riot can do is offer permanent slots to these orgs to get them to join in the first place. Owners love guarantees
honestly they should just relegate the worst performing team when the time comes
that way orgs and teams don’t become complacent
