What's the reasoning for it? I've heard people say it has something to do with drawing circles and recoil or something but that doesn't make sense to me. I always assumed it was to overcome the static friction of the mousepad. Is that right?

I think that's not it, Hikos's sens is very high as well but he doesn't shake......

People are coming from games other than CS GO. The shaky / snappy aim is common in overwatch etc

nah even most cs players use a higher sens than they used in cs
