nope not at all, NRG barely lost to SEN with demon1 bot fragging and tenz and zekken having to drop 30 kills each on sunset.

Raze takes more mechanical skill to use therefore there's a higher chance one of the players messing up or they need to focus more on their mechanics while Jett is much simpler with a better ult for the matchup.
