the 2 options that seem like the best within my budget are
asus tuf f15, i7 12700h with rtx 4070. HD screen, 144hz and 300 nits max brightness with a 18ms response rate and 16gb DDR4 ram
legion 5 with ryzen 7735HS with rtx 4060. QHD screen, 165hz and 350 nits max brightness with a 3ms response rate and 16gb DDR5 ram

the former costs about $80 more

don't say buy a desktop, I need it to be portable

edit: forgot to mention asus has a better battery life and legion seems to have better cooling

I haven't watch any review, but looking at the specs these are the points I could make:
Asus tuf:
(+) More battery (90Whrs), Better performance (?)
(-) Worse screen (?), $80 more
Legion:
(+) Better screen (?), $80 less
(-) Less battery (60Whrs), less performance (?)

From experience, the battery on asus tuf is a huge plus for uni, but u need to decide whether it's worth the extra $80 considering the possibly worse screen.

For screen and performance, i think u need to see review and see whether it's a deal breaker or not.

if its for taking notes, just buy literal notebook (not laptop) and build small setup (1 monitor, 1 gaming/portable desk, chair, keep pc off the desk but not on the floor bcs of airflow, so you have space on desk for mouse and keyboard) in your appartment/dorm if dorm doesn't have electricity usage restrictions. you can build pc for around 1000$ (probably even cheaper) that can smoothly run valorant at 240hz, and other stuff i guess you can find all under like 800$

Gaming laptops are heavy, making it difficult to carry them around in your backpack every day, and their battery backup is awfully low. If you intend to use it for university, avoid getting a gaming laptop.

If you mainly want better battery life pick the Lenovo Legion, the AMD CPU is way more power efficient compared to the Intel CPU found on the ASUS laptop, your gonna have a hard time with just 3-4 hours of battery with the ASUS

If you want a laptop for Uni and Gaming, then get a laptop built for editing, good balance between battery and performance.

The screen on the TUF is a lot lot worse. Although the legion is 1440p which is kinda overkill for a 4060, panel quality wise its gonna be 10x better than the asus. Also, although the tuf has a 90wh battery, the 12700h would chew through it easily. I'd personally go for the legion, which is an overall better package, but you could go with TUF if you plan on using an external monitor for gaming or whatever.
