no first seeds cannot vs first seeds, so Loud cant vs PRX and KC cant vs EDG. During the draw the lady even mentions that the order of picking is important because of the seedings.

the part where she mentioned the order of the picks and seeding was just to determine the "seed" for map picks and vetos. upper seed gets first ban, iirc, and the order of the draw was what determined that for the upcoming matches, hence why she mentioned it.
