if we mean teams themselves I'd say NaVI (ex-FPX) since they declined while literally having the same team (-aardis I guess, but still)

It was not the same circumstances

FPX is a Chinese org, so when the war happened, FPX as an org wasn’t barred from EMEA competition
Gambit was a fully Russian org and was barred from competition, and then dissolved
Ex gambit or M3C became a team without an org, which i can almost guarantee had an effect on the players and the performance they had during the year

I’m not saying Gambit didn’t have team problems, they definitely struggled with chamber, but I’m sure they would’ve made a lan if the war hadn’t happened

They were never the best in NA maybe 2nd in 2021 but they were always behind sentinels. At that time they just had a brand new roster and the best NA team was considered to be Cloud9 and the guard were rookies but they won that challengers split beating sen c9 and optic. 13-0 sucks but they were one round away from winning 2-0. Their peak was the comeback on Breeze against Acend. Which in hindsight was still great but mattered very little as they got clapped by Envy right after and Acend qualified for and won champs.
