So as far as we know, he's appearance is not because he's half Japanese, no clue if he has lived there long enough to get residency or anything like that. Scarz commed in English but yk it would just be because of Kristal, however we can only speculate.

If I had to take a guess I would say he probably does count as an import or else I really do not understand why Scarz didn't get a third Russian on the team like Vici
