Yeah but Puerto Rico is in North America and has much better connection to the NA servers than the LATAM servers

I dont think it matters since latam and na are both in the americas league which means every region within americas counts as a resident and not an import.

Latam if DR is LAN then PR is LAN.

However, in ascension he wouldnt count as import in NA bc he is resident/citizen of US.
