It probably was a console command for custom matches... it's really normal for plays create/test smokes or flash line-ups, but this isn't in the normal game
If in this gameplay that you watched, the person said that is always on (even in ranked games), it's a big lie

its a limited test beta thats currently available. it HAS a summer release date(it is still summer and it is not officially released)
