angel0 used it on bind so they were only allowed one timeout as their punishment. Honestly this is not enough as sayf said they have been told not to use stuff like this and how rito doesn't trust him and checks his gum and stuff. Sayf also says riot told him he will be disqualified if he uses anything but all navi get is -1 timeout on bind.
