Yeah, I'm not sure how that would work. Here's what they guy said: "For clarification. This does not mean the return of the academies, it means that VCT organizations will be able to make agreements before the start of the season with tier 2 teams to have the players of the tier 2 team as subs for the VCT."

not the same thing but imo better
so lets take fnatic as an example they could partner with like apeks and have apeks be their partner team and then players in apeks will be able to subtitue for fnatic if needed
and im gonna assume that this is gonna be a year by year process so one year apeks might be the partner team of fnatic and then next year navi decides to partner with apeks and itll be up to apeks to decide who has the bigger bag
more info is needed ofc but this is what i got
