No it has to do with reserve roster shit and riot logistics. He has american passport im p sure hes just half russian.

You need a specific athlete/work visa. That really has nothing to do with riot. Perhaps riot and EG were co-jointly doing the application, but since EG seemingly didn't apply for demon1 or get w/e they need for it in, it's too late.
