From VCT 2022 stage 2 rules (cant find anything for VCL 2023 rules) section 8.3:
"If the issue takes place during a round and after the damage has been made and
the outcome of the round can still be determined (e.g. a single player has
dropped but others remain), then the round will not be replayed or restored. The
round will continue to be played and will count. Special exceptions can be made
if the damage dealt was ruled insignificant e.g. accidental teammate damage
dealt at the start of the round or damage dealt to the opposing side by the team
that was affected by the crash."
Based on that. I don't think it should be replayed. Keep in mind, there is completely separately defined criteria for bugs than there is for crashes.

There's separate criteria for bugs than there is for crashes. See #19 for crashes. Section 9.1.2 notes the following for bugs:
"A bug that significantly impacts a Player’s ability to compete in the game,
significantly alters game stats or gameplay mechanics, and has no reasonable
mitigation steps. The determination of impact will be at the sole discretion of
Tournament Officials."
There's an obvious distinction here between the two where one is concrete that its not to be replayed unless the damage was rules insignificant and the other is at the discretion of tournament officials

I wasn't watching that game. I'm curious to know what the decision making there was (or if there are revised rules I'm unaware of). It seems pretty cut-and-dry based on the documentation I can find
