Currently, there's a limitation on crowd noises per the government in Japan. Although some events are lifting the restrictions slowly, seems RAGE (Japan TO) and Riot isn't taking the risk too much.
The venue in Osaka are a bit smaller as well iirc.

I will justify them as long as I believe in them. I've seen Japanese gaming crowds pre-pandemic. I know how loud they can get.

i've been into some japanese show bands in Japan, their crowd is not what you're telling, not sure if in e-sports is different.
