They are too far away from each other. Unless you want to make it like in Latam - winner of SEA faces the winner of Japan for 1 slot in a set location.

The thing is that if you gave EMEA 3 spots (instead of putting cis and tr alone) they would STILL 100% have qualified this masters because Gambit and Oxygen would battle out for 3/4th.
