LA is beautiful in pictures, but truly, 75%+ of the city is just gray concrete and pavement.
The touristy areas are nice, but the city city where most people work is not. Filled with trash, (ugly) grafitti, very cracked old street pavement, tons of weeds everywhere, etc

actually, that is quite nice.
The architecture and general design of the buildings look good, the public infrastructure is pleasant (nice, high quality sidewalk, trees, nice benches...)
Even just general maintenance of the city looks very well done. Much better than most places i know, actually.
I think they just hosted it in Sao Paulo because Riot already has infrastructure there (if i am not mistaken, that is where the BR valo servers are, right?), and it has hosted big esports events in the past
