You are not correct for doing this, because you are not proplery addresing this issue. He parks and block you right??? So he is the root problem. He can simply replace the tyre. You may think you can just get rid of him, but that is not the problem, what if his parent just create another version of him?? Like pulling a weed, you need to obliterate the roots or else it will regrow. It may take time to trace back all his roots but you need to destruction and eliminate the whole weed at once or else it can spread and regrow
