Sometimes players like Cned and Jinggg play sage but why? Shouldnt they be on a duelist role?

They want to so that others can play characters they want to play
its a relatively simple character to play, especially since you only really need to play her on one to two maps. Most aggressive players can do well with her since her job is to take space with the wall and capitalize off of it.
Its a support role with delay capability and depending on how you use your util on attack or defense taking duels can be more advantageous than other anchors. (other than chamber).
It's also a decent op agent as you can make new angles and gaps with walls that people don't expect.

the map most teams run a sage on, Icebox, doesn't really even need a duelist to entry, so with sage you get a very simple agent with decent entrying on the map and solid anchoring, and the possibility of pop-offs/self-sufficiency with her heal. Also, having ur best player farm resurrections is pretty busted since you can trade out a player and then res them to make a 4v4 a 5v4 and make a decent play into a bad trade
They do this usually because there isn't a better option. On maps like Icebox, you absolutely must have a Sage in order to even consider the B side of the map, which is why that's usually when fraggers play her. The comp that works best on that map is Sage, Kay/O, Chamber, Viper, and Sova, all of which are critically important to play the map consistently. Some teams have done Raze+Fade instead of Kay/O and Sova, but even that has mediocre results and is inconsistent.
TL;DR:
Sage is consistent on Icebox, duelists are not, and fraggers can farm orbs really fast to get lots of value.
