Can riot blacklist problematic players?

If a person is being unneccesarily annoying or disrespecting admins again and again, they can blacklist them no? Asking for A friend

I mean yes technically. But i would assume they have to breach some part of the rulebook. You cant just do that because someone doesnt like them

i mean since then nobody has really gotten suspended other than bs in game changers, even braveaf was shadowbanned from esports as no org would pick him up in emea despite what happened.

For future purposes, I remember what happened between the first 100t coach - frost- when "he said i am very strong and powerful and you guys will play on our ping to give us advantage?" that was so fucking dumb and honestly he should have been banned
