so only one team outside the international leagues in every region that can have a chance to qual to masters and champs?

yeah, only 1 , too few imo. But from 2026 there will be 2 I think

Promoted teams will have the opportunity to prove themselves against the international league teams during the VCT season, receive similar league benefits, and an equal chance to qualify into Masters and Champions.

I hope there's gonna be something like masters/champions lcq for challengers league teams or something like that
