Why does South America (BR + LATAM) have 4 spots (1BR + 1LATAM +2 LCQ SA) in champions while EMEA only have 3 (2 + LCQ)?

SA region - LATAM + BR
the 2 best teams based in points in each region pass directly to champions... the 3rd and 4th of each region battles against each other to get the last slot
If it happens according to this VCT points:

No way you give apac 4 slots and japan one, even if we consider slots were decided pre 2022, japan viewership is a serious enough reason to allot them 2 slots. Also apac doesn't deserve 4 slots , prx is the only good team, the rest teams are a tier behind, who can't reach top 8 of a tournament unlike latam or japan
