Why is Shao and suygetsus visa an issue

Trexx is confirmed, all M3C is confirmed, is FPX such an L org that they cant get the visas for these 2 players?

m3c have their visas from last year and id imagine since guild is an eu org and fpx is a chinese (?) org it makes getting eu visas slightly harder for fpx
